Can your modem really do this?
 
A policeman knocked on my son's door at 2:30 this morning and said they had a 911 call from that address. Bobby took him inside and showed him that their phone wasn't hooked up so they couldn't have made that call. He has the phone line only for internt and uses his cell phone for calls. The policeman said there could be a short in his computer moden causing it to call 911. He disconnected it until he can check with AT&T.

A modem can call any number, but it seems unlikely a modem would dial 911 on it's own without that being inputed by a human.

Is it a dialup Modem? if so scan for virus's.

There are virus's that dial out when phone lines are present.

This is impossible with cable modems and DSL modems
