A question about changing ones name.
 
Alright, if someone wants to have a legal name change, must it be done in the state in which they were born?

Because like any good attorney, the answer usually is "it depends"

Generally speaking it can be filed in county of residence.

How long must one reside in TX to be considered a resident -for in state college tuition fees?

Generally a year before applying.

I changed the spelling of my first name some years ago and had to have a close family member fill out a form and have it notarized to attest that I was who I said I was.
