I guess that depends on the person. If you were taught this when you were raised and adhere to it, then I suppose it could be considered an "old path". If you were not and them adapted this into your life style it could be called a "new revelation".

I think it was neither Old Paths or a New Revelation!

It was put in as a hedge against a perceived advance of worldliness in the American culture during that period of time.

That is why the UPCI is today still very much frozen in that same period of time.

Today, almost every UPCI church breaks that bylaw in some form or fashion, yet it remains on the books. Maybe it's because it's been a bylaw for so long that they consider it an "old path". It certainly wasn't old path at the time it was written.
