If there is power in the phrase "in the Name of Jesus," why did the exorcists of Acts 19 fail?

They did not have the authority to use his name..they were not true believers..Mark 16..these signs shall follow them that BELIEVE..

It can be argued "in the name" can mean authority or character..

oh there is power in those words,,, but you have to have the authority to use them...
