Because government and the doctors and scientist thought they were helping fight and cure disease. Then they moved on to animals. And still use animals for this purpose.

In Guatemala, they infected people and then encouraged them to spread it to other people, for two years.

In Alabama, they purposely infected people and let them die, for 40 years, even while the cure was already available.
