What is a "soul winner" scripturally?

Are we confusing the work of the Spirit for the one who tells others about Jesus? Who "wins" people, and is it just me or does that sound strange?

I think that might be the case. Jesus draws souls to Him, we tell people about Jesus. There is a difference.
