The government does give cell phones in Tennessee or did. I'm not sure what the requirements are but I know it happened.

Now that I can understand. I dislike that mindset too but I don't think the solution is to stop helping people that need help just so we can prevent that mindset.

There was a time when providing a train ticket, bus ticket, vehicle loan, apartment -- all those, in the context of history, would seem radical. Today more than 85% of Americans own cell phones. It's a way of life for our world today. Irrelevant in Zimbabwe, but while living here, it's something most Americans have.

BTW, the government is not providing the cell phones. Get your facts straight:
