What is "Coming Close to Receiving the Holy Ghost"

Saw on Facebook someone wrote that service was great last night and that someone got close receiving the Holy Ghost. What is that? Is that some poor soul begging God and groveling at His feet pleading to speak with tongues? Is that God tantalizing someone with the gift but alas not giving it to them? Is it someone almost good enough to get it, but not quite? What does that mean and is it Biblical?

Where does this concept of stammering lips come from?

the bible

Isaiah 28:10-12

King James Version (KJV)

10For precept must be upon precept, precept upon precept; line upon line, line upon line; here a little, and there a little:

11For with stammering lips and another tongue will he speak to this people.

12To whom he said, This is the rest wherewith ye may cause the weary to rest; and this is the refreshing: yet they would not hear

Stammering lips is an idiom, It is not the quivering lip.

Kinda like " The Holy Ghost is all over you, let it in, let it in" left ear-"c'mon, you almost got it, loose your tongue, let it out, let it out" right ear- 2 people in back shaking the person, the person in front about to give him whiplash cause he's pushing his head back with his hand on his forehead. 5 minutes later "awww you almost got it, maybe next time".
Thank God I recieved when I was baptised and didn't have to go through that nonsense.
