Procedures, codifying, rules, codes, prohibitions, regulations, policies, guidelines, and directives all eventually reveal the weakness of Law, and are ultimately always temporary, and break down in cycles. Don't be surprised if you literally hear again "we had to shoot them to save them." It is a repeating pattern.

I read that to my parents and they found that to be amusing. I think that they should have been allowed to fill that car with holes if they were so concerned about him shooting at them. Another victory for PC.
