Help Me Log In

I have a Pavillion HD windows 8. In my attempt to log into Friends Place Forum. When I press log in I get a page that says

403 Forbidden

and below the page says
Access to this recourse on server is denied.

Is that something on my computer causing this to happen, like a setting that I can change? And if not that, who has any suggestions?

I need some simple instructions because with this new computer I am next to illiterate. :nod
