Both may have spoke at the UN building, but neither spoke in front of the General Assembly. There are various forums and hearings which the UN conducts in its many different meeting rooms at the UN.

Don't know Gaddi Vasquez. As Thinker stated, Lee Stoneking is the first Apostolic to speak in front of the UN General Assembly.
