If someone never has been born of water and the Spirit, and especially a big amount of people in the church, there's no purpose of going forward. If you are solid on the New Birth message, then you can build off that. But, building on no foundation will cause whatever is taught, to be swept right away. There's no purpose of putting the cart before the horse.

If this is evangelisic church, then Acts 2:38 should not be a after thought, it's of utmost importance. Unless, you believe that it's not essential, and people can find another way.
