There are different types. FHA and VA homes will be managed by several real estate brokers. Find them and you find the homes.
Non FHA or VA foreclosures are a bit harder, but some real estate agents specialize in that stuff. Also, you can call local banks and ask them who manages their REOs (their foreclosures). Also, go to county courthouse and talk to the Clerk, foreclosures get processed at the Court and require public notice.
