Exactly!
There are also a couple that are pretty good that I moved up to 2nd and 3rd as well, but make sure that digital museum is always at the very top.
The timer works its way down to 0, it's letting you know that at the top of the hour, they will take all votes in and make the changes at that time. (You won't see any changes till then.)
It's also the timer to let you know when it's okay for you to vote again.
