This is strictly hypothetical . . . but if I were a licensed minister in that district and I wanted to advertise on television . . . let the DS send all the letters "forbidding" what he may, doesn't matter. It was voted and approved by a majority with no amendments granting any oversight by either HQ or individual districts.
Of course, I'd have to consult the manual for the official rules concerning what the DS can/cannot do when something has been officially passed by the organization as a whole.
