Not odd at all.

There is a small number that have turned their cards in, however, they know more are upset and want to let these (an unknown number) know that their concerns are heard and not simply ignored - hence these letters from officials are forthcoming.

I deal with a number of companies and manufacturers in my business. When there is an on-going problem I WANT TO HEAR FROM THEM. I expect them to minimize the problem verbally, somewhat, while working on a viable solution. It's to be expected. But the one thing I don't want is for them to ignore me and/or the problem.

They are doing the right thing by connecting and communicating with these letters -IMHO.
