You're right, there is a lot of latitude offered. It's almost as though the AS is more of a suggestion than a true set of guidelines or regulations meant for licensing. If they place one under question for either television or actively campaigning against the organization while licensed by the organization, then they would need to place everyone under question who violated it.
I see how it is . . . you want all the libs to leave! LoL But wouldn't that end up like the AMF?
