No...
These rules are "in house" rules...
But a district can give a UPC preacher grief if he preaches for a non-upc (never been UPC) church because the rule is that if you are licensed...and you go into a town to preach in a non-upc church where there is a UPC church...you need to get the local upc pastor's approval...if he refuses, you can appeal to the district...if they side with the upc pastor...you can't go...
If you go anyway...they can whack you...
Here again the issue is not a UPC pastor choosing to preach a non-upc preacher in his pulpit...if the man has not lost his license "under question or unbecoming behavior"...you are free to preach him...
