Subs go dark according to orders. I suspect that they were running typical ops in the atlantic doing what they were supposed to do but some duty officer had a different set of orders he was looking at on the Base.
that guy thought they were supposed to make contact and they didnt. proper alarms were sent out, and proceedures were followed, then all the sudden the San Juan popped up when their orders said to and poof, there goes the drill.
