Actually, my husband is a civil engineer and has also in the past worked for our local water department. The answer is "no" there is no legal obligation to inform residents that they're shutting off the water. In our town, if they know ahead of time that they'll be shutting off the water or flushing the hydrants, they try to publish it in the local paper (which comes out once a week) or attach a note to water bills. But sometimes things happen like a water main bursting a hole. When those kinds of emergency situations happen, they do not have to go door-to-door to let folks know what's going on.
I know it's annoying, but sometimes it just has to be. I feel for ya, Prax.
