Yes government should. The whole reason why government had laws in the first place was to encourage marriage and having children by giving tax incentives etc etc...it forms the basis of a stable society.
Sadly though we have totally lost the meaning of that notion. We need to fix what is damaged and return to the values of a solid family unit
