That Democratically controlled Congress has only been in power the last 2 years or so.
Didn't the GOP dominate Congress throughout Clinton's second half and throughout most of GWB's presidency?
GWB wasn't by himself, but he and his leadership play a large part in this mess and it would false to imply otherwise.
