The unbelieving Jews were not cut off due to their unbelief ,God has not cast them out or cut them off.
If my understanding is correct ROM.9-11 are parenthetical chapters in the books.
Truly the remnant according to the election of grace is a remnant of believing Jews ,whosoever will can come into the body of Christ as long as they become borned of the water and spirit.
