ALso, articles printed today by the Post and Times. Not sure who Pajama's Media is.
The money is not for the construction of the building. It's for social programs (giving back to the community in non-religious ways), an opportunity available to any church, organization, individual, etc... and it must go through a series of qualifications and, of course, receive approval. Applying is only the beginning.

It would show tolerance. Reach out.
The part that makes me cry with laughter is that they posed it as an investment on their part to reach out to the victims. Now it appears they are reaching out for money to spend on reaching out to non Muslims.
Oh by the way, don't forget the developer hasn't been paying his taxes on the property. I suspect he wall ask for that money also.

Go ahead and tell us where the money comes from.
According to the Weekly Standard:
The application was submitted under a “community and cultural enhancement” grant program administered by the Lower Manhattan Redevelopment Corporation (LMDC), which oversaw the $20 billion in federal aid allocated in the wake of 9/11 and is currently doling out millions in remaining taxpayer funds for community development
