I would never anoint a prayer cloth and hand it to someone. It was not done that way in the Bible. That wasn't the story at all.
It was something they felt and carried home with them - self directed, not leadership directed. God honored the honesty and faith of it. We shouldn't change the whole beauty of that pattern by throwing some olive oil around. That is how strong I feel about it.
Being used in the gifts, you get a pretty good view of the power of God. Laying on of hands and speaking the Word whether in prophecy or tongues and interpretation. I can see how the power of God fell on Cornelius and his household. That, my friend, is the power of God and feels really good. We can change the world with that. Of course, I mean through the direction of the Holy Spirit.

I understand what you are saying, however, have you considered that perhaps God instructed a man or woman of God to do this?
I know a lot of testimonies of healing from this practice. Nevertheless, I 100% agree with you everyone needs to remember Jesus is the source and not the cloth.
You are the first person I have ever met that has a problem with this practice. Could it also be because too many have lost the power of God for themselves so they take cloths to someone they have faith in having power with God.
I also see a similar thing happening with altar calls, back in the day the anointing drew people to the altars, everyone wasn't invited to come down to the altar. JMO

We can only speculate. All I see from the story is that it was not directed by Paul.

Faith, I believe in faith. Sometimes we put emphasis on inanimate objects, like hair, when it was always only about faith.

If we followed the example of the Biblical account, a person wouldn't need anyone to oil it up or pray over it. They would just reach out, touch the anointed person, and take that home with them. I still feel they were so very desperate, that God honored their faith and some hearing the accounts, copied what was done.
But, like I said, I have been in a service where the evangelist was so anointed, you could feel the presence of God flowing out from him, all around him. It was palpable. I could very well imagine someone reaching out to touch such an anointing.

Yes, it is the Word that draws, and that begins with prayer. His Word should draw people.
I heard someone say the other day, "We used to be so excited, waiting to move, waiting for that preacher's certain 'tone'."
It reminded me of Bro. Billy Cole at Because of the Times. He says, in a regular voice, "God is doing great things." Not much of a response. Then he shouts, "GOD is DOING GREAT THINGS!" The whole place exploded. He said, "See what you did? You responded to how I said that and not what I said." Then, of course, he pulls it again a bit later and they did it again. He said, "See? You did it again. We will learn." Kind of sad that "tone" and "volume" feels like an anointing to some people.
