Actually, The WPF does not issue license or credentials (except in some foreign countries where it is necessary to be recognized by the government) they believe the local church is the highest credentialing entity and as such should ordain and license their own ministers. Soooooo... because they are technically a fellowship the UPC would have a hard time forcing someone out who chose to be in both. (Much like the AWCF)
In the early days of the WPF the UPCI General Board did pass a resolution that one could not hold license in the UPCI and be a member of the WPF also....but they left the enforcement of said resolution up to the individual districts to enforce. To this date, only one district that I am aware of attempted to enforce it. Which did not go too well, and imo is one of the reasons they have chosen not to enforce it on a national level.
Besides good fellowship with like minded brethren; the WPF also offers some insurance benefits that are far superior to the UPCI's and for much less money (including up to $120k life insurance with no proof of insurability, health & dental, & eye)
