That is the problem with legalism. People will find a way to follow the rule void of the principle it was designed for. I believe ladies should wear dresses and allow there hair to grow. However, I do think we must be careful how we legislate things in the church. Principles must be taught and time given to the pupil to digest the information. If their is room for conjecture then we need to give people the room to have personal convictions.
I have found that if someone develops a personal conviction for something they will go all the way for their conviction. On the other hand if someone follows rules they don't agree with for the sake of just keeping unity it will be short lived.
P.S. Mcdonald's has a dress code for their employee's how much greater is the ministering staff of the local church.

I teach modesty, this means covering the body.
A dress that hardly covers the body does not qualify as a woman's garment.
A pantsuit that covers the woman's body is actually more modest that some dresses that some women wear to church.
It is about covering the body, but not going to the extremes like the nuns or the muslim women.
if we go by covering the body, then the nuns and the muslim women are far more modest, than regular Christian women.
I can already envision some idiot in the UPCI advocating that their women should dress like the muslim women.
