One thing I think that gets overlooked is that while the average Judean didn't wear trousers 100% of the time, trousers were worn at times. They weren't "rare". And, in all fairness, trousers were typically worn by men. Though in colder regions during the colder seasons, they were also worn by women as part of the undergarments.
