If they have recieved the Spirit of Adoption they most certainly are your brethren.
Romans 8:15

Any one who hasn't REPENTED, BEEN BAPTISED IN JESUS NAME FOR THE REMISION OF SINS AND RECIEVED THE HOLY GHOST SPEAKING IN TONGUES, is not my brethren. They are not in the family of God.
