To conclude that the Holy Ghost was given as a permanent indwelling Presence prior to Pentecost, we'd have to ignore the many times that Jesus spoke of the promise as a Holy Ghost as a future gift and event.

But, could Jesus have been pointing to the Holy Spirit, in the future, that would be used for a different purpose than ever before? Since the gospel was to be spread throughout the world, would the Holy Spirit be imparted for a new purpose (
Acts 1:8)?
