In fact the bible teaches elders on this matter to take it up PERSONALLY first. If that person does not receive it, have 2 or more others confront that person personally. Only then, and after the person refuses correction, is this made public

I understand what you are saying. I agree with the whole Parent and Pastor difference.
As to correction or general warning...not sure of what the motive was.
