yes they can, they choose the new supreme court justices. It is a fact that when reagon left office it was at a 4-5 vote on abortion.
bush sr. threw away the chance to make it 5-4 against abortion. A conservative prez usaully picks conservative justices.
The president could also introduce a law in congress to make abortion illegal.
