Now, compare the quote you offered to the above

A later quote also noted that if someone wanted to build a COAL BURNING plant, they can, but it will BANKRUPT them.

Now why is that? When an industry get's heavily REGULATED, prices go up. Coal get's more and more expensive. Coal burning plants have to pay more and deal with regulatory FINES.
