The answer is yes he would.
He would do exactly what he is doing now.
He "sucker punched" GZ legally by trumping up charges.
Now he is doing the "ground and pound" by targeting GZ with civil rights violations and the civil suits.
Reports are that the Justice dept. paid for many of the demonstrations against GZ.
