Yes, More stayed loyal to the Pope and the Catholic church until the very end. But it was because the Pope refused Henry VIII's petition to annul his marriage to Catherine of Aragon that the whole debacle erupted. Had Pope Clement VII agreed, there might not be a Church of England such as we have it today.
Certainly, Henry VIII would not have ceded from Rome and declared himself head over the believers in England.
