As they lived in an era where women wore dresses to the ankle and floor and necklines were....well, to the neck and sleeves to the wrist......yes. More modest than the UPC.
Look at pics of dress styles from even 100 years ago.....and remember, the women wearing those dresses most likely aren't Apostolic in any way, let alone UPC (as it didn't exist yet).
