I think you are describing an experience and scenario where the church and pastor have had little if any involvement in the larger UPC fellowship. Perhaps they have fellowshipped with other UPC churches that had pastors of a similar miindset, but they really haven't been involved in the "bigger picture."
UPC churches that I have been involved with have had things like Bible Quizzing and participated whole heartedly in the District events like camps and conferences. In these activities "the saints" often travel together and visit and fellowship with other UPC folks from across the country. Instead of matching up with people of similar standards, sometimes the fellowship is determined literally by the drawing of a quiz team's name from a hat. This makes for many new and chance encounters.
When you have families from your church traveling to GC or a conference somewhere without the pastor there to reign them in, the picture does indeed get bigger.
