In the Colorado it is a tithe of all "ministerial income." Thus if a pastor also works a secular job he only tithes on whatever income he draws from the church and preaching out while his secular income is untouched by the didstrict. Most guys like this then plow the money back into the local church anyway.

There was a minimum payment per year for those preachers who didn't earn enough ministerial income to tithe appreciably. Most of these guys are unpaid servants in a church or ministers-in-training.
