and is wearing a cloth necklace (neck tie) which serves no useful function but is ornamental only.

Ties in society are respectful.. in this culture they do have a function...over in African tribes they would not

Doesn't have to be a bright colorful one. A plain black tie would be respectful. Why all the colors? adornment.

Kids church? what do you mean.. like bright pink? or plaid?
To say colors are adornment is stretchy in my opinion. Do you wear all black clothes?

Bright colors are happy colors! So are floral patterns and light, airy fabrics. I love to put on pretty things made of pretty fabrics that feel good to my skin.
I get so annoyed at over-analysis of stuff like this, because it usually isn't a very complicated process. When I see a pretty dress or blouse, I DON'T [ever??!!] think, "Wow, I can catch a bunch of guys' attention in THAT!" I usually think, "Wow, that's beautiful", and then I touch it to see how it feels, and I think something like, "That has a nice, quality weight to it", or "Nah, that's too scratchy."
It's not nearly so underhanded as men imagine. Of course, male narcissists everywhere tend to think that every choice a woman makes is made with them in mind. If they only knew....

Seriously!
Men think we think about them a whole lot more than we do.

For the record, I'm not against the colorful clothes, just ask my wife and daughter. Just making a point about adornment in general, some condemn jewely as adornment but so can clothes, mentioned in same scripture.
