Right. I recall Robert Sabin teaching this was an idiomatic expression.
It means essentially
1Ti 2:9 likewise also that women should adorn themselves in respectable apparel, with modesty and self-control,
not only with braided hair and gold or pearls or costly attire, but with what is proper for women who profess godliness--with good works.

Now if we took Peter literally then women should walk around naked. That is not what Peter is saying at all. It's what she should concentrate on more, not that she should not look nice but that what is most important is the conduct, the heart. There is no evidence any "holy woman" in the OT never wore jewelry or braided hair or wore clothing except maybe Eve before the fall
