There never was a constituent ban.
There had been a restriction of no facial hair on the platform at General Conference... I think that is removed. It was a board decision though, not an arbitrary one by DKB.

pastors still openly state they will not allow a man with facial hair behind their pullpit... My church is one of them
when we had a area conference last year, my pastor asked me to shave it cause it is not looked upon nicely by other men.

I know you are right, and my pastor does similar... not an absolute ban, but "we don't want to offend other churches".
