The idea that a government has the duty to provide some care for the poor is not a socialist idea. As Aquila has pointed out, even God's law didn't just leave it up to people to help people. The LAW required gleaning to be allowed even if the owner of the field did not want to let the poor "steal" from his field as many of your counterparts mischaracterize it.
