Seems to me the 'interpreter' would be someone known to have that gift...which seems to contradict the common practice of having a message in tongues, and then everyone 'waiting for the interpretation to come forth' from some quarter...

It does appear, from the way the verse is written, that the interpreter is already known for their gift. The church I grew up seemed to have one person who always gave the interpretation. There were several over the years who spoke in tongues, but IIRC, he was generally the one who gave the interpretation. There may have been someone else a time or two, but mostly just the one man.
