Paul is simply saying that a woman isn't to teach or exercise authority over a man. This would clearly imply that a woman cannot be an elder. However, if a woman is under her elder's authority and is sharing as he permits her to share, she's still well under a man's authority.

We have to define what is meant by "speak". I believe that context clearly indicates that it is related to the interrupting questions that they were advised to ask their husbands at home.
Where is the BIBLICAL authority for an Elder to give the woman the liberty to do what the Bible expressly forbids?

Exactly! The Pastor who allows this is just as wrong as she is!

Wonder what they'd do if the Pastor told these women to shave their hair - guess they'd do it since "she is under the authority of her pastor" !

Where does the Bible explicitly forbid it? We see Paul explaining that he personally doesn't allow a woman to teach. We have a text that states that women should be silent and not interrupt the gatherings with their questions, but they should ask their husbands at home. We have no hard and fast didactic commandments against women sharing the Word of God in church gatherings.
