I know preachers that are members of a UPC church, but do not hold a license as of yet, but that doesn't necessarily mean they aren't UPC preachers now does it?

What about a preacher who goes to a church with a UPC pastor and
preaches occasionally in his home church and in other nearby churches
with his/her pastor's approval
but does not have a license with any organization?
