I think the word "moderation" could refer to balance. For instance, neither of the extremes (conservative - liberal) are what I would call moderate.
I believe that extreme dress, whether Amish looking or floosey looking, effects how your witness will be accepted. Either extreme could be a stumbling block.
If you are dressed too conservative, potential believers could be turned off thinking that they had to dress like a previous period of time to become a Christian. If one is dressed to liberally, potential believers could question whether you really believed in wholesomeness. They could think of you as "out there!"
A wholesome blend within the given culture would work best!
