Canada at this very moment is in the middle of a moral crisis. Has it become law?
Many bills die on the order paper before becoming law.
We just had a federal election & everything that does not have Royal Assent
will die on the order paper.

Private members bills very rarely become law.

BTW, you have Gay Marriage in the States too.

Only in a couple states at a State Level.

No, I am sure it is heading there one day---but so is the US.
