No, states should not sanction marriages between homosexuals. States could allow some sort of legal protections for them in a way that would not be abused by heterosexuals who are shacking up.

Let's get this straight, legal protection for two men shacking up but worrying about a man/women shacking up abusing it, amazing. If your refering to civil unions, that's like marriage, I say give em nothing. Give em "union" then that will lead to marriage, because they will say what's the difference give it to them.
