Niether of these two good ol boys would be allowed to minister, seeing they have beards and both would considered in need of a good haicut.

I am not sure Paul had a beard. He was a good Roman citizen and Romans shaved.
Peter on the other hand would have likely had a beard down to his belly button (corners unmarred of course)

Paul was a jew. Roman citizen or not he probably had a beard. Remember they were surprised to find out he was a Roman citizen.
