There's so much irony in your statement - - I don't even know where to start.
Please notice the word "specifics". Can you find me a verse that says, "Thou shalt not get high"? but it does give us guidelines. The Bible says, "Thou shalt not kill" so what do we do if someone attemps murder, but fails?

Thats the wonderful thing about biblical principles... they are solid and timeless. You got guys out there pushing rules made up in the 1940's that don't cover everything for 2010, which is why people go on about television but use the internet and say that is fine.
The principles of the bible applied to both will keep people away from bad web sites and bad TV programs. If you try and cover every little thing with rules you will have a never ending list that will need daily revisions.

So why did Paul have to give instructions to the churches? Why not just allow them to go their own way? Why even have a pastor? What's the need in churches?

Instruction is different than making up "rules" that when broken will send you to hell.
Paul instructed on HOW to live a godly life, how to be a good Christian. It's there and what ministers use (or should use) to encourage and instruct us if we are too lazy to read and study for ourselves.
Ministers have a purpose - - but, the purpose isn't to make up rules to knock down people with. If more ministers would begin to instruct and preach ONLY the Bible - - we'd see a revival!!!!

Disciple people to let Jesus be LORD. It's not about their intellect or capacity to figure things out on their own. It's about their hearts growing to recognize the Spirit's leading in their life.

So, God worked through men to make the rule: "thou shalt not watch TV"
Then... the internet up and happened, I am guessing it caught God by surprise since he didn't work through men to make up the rule: "thou shalt not use the internet" By the time God thought of it the horse was already out of the barn and three counties away.
Uh huh.
